All praise be to Allah who has obligated that Muslims advise each other. May peace and blessings be upon His Prophet who said,

“Religion is advice.”

May peace and blessings be upon him, his family, his companions, and all those who follow them in goodness until the Day of Recompense. To proceed:

Allah has made reform an obligation, and from the means to reform is advice. These are a few points about bringing about reform in the Land of the Haramain. How can this come about? How can it be approached? How was it in the past? How is it now?

When the Saudi regime was first established, many people thought well of it. I would not be exaggerating if I were to say that people actually thought it was similar to a Caliphate upon the methodology of the Prophets. This is not strange, as at that stage its scandalous crimes were not known, nor was there any media to expose its hidden secrets.

But with Fahd bin Abdul-Azeez assuming power, signs of its Western inclinations and alliance, specifically with America, started become apparent. This calamity appeared in stages, and as such there were some who gradually accepted it, while there were others who rejected it with their hearts or their tongues.

Sheikh Muhammad bin Ibrahim, may Allah have mercy on him, was one of the pioneers of reform. His verdicts are filled with messages of reform sent to the various Saudi princes. However, the main factor which caused the widespread outcry of the Islamic propagators was the Gulf Crisis, as it handed over the land to the Crusaders in such a way that it still complains from it today. Also, when the first women’s protest in favor of women driving occurred, the Islamic propagators raised their voices again in objection to this and that. The policies of the Saudi regime have been based for a long while on the same principle of Pharaoh:

“I will not allow you to view things except as I see it.”

We would never hear the government respond to the calls of the preachers except by favoring some and imprisoning others.

Then came the “Book of Advice”, which was nothing more than a literary piece with powerful content explaining the condition of the government, raising objections against the evils present in it and clarifying the Islamic ruling concerning them. This infuriated the Saudi gang of rulers. How can anyone dare advise us! The reward of those who signed it was nothing but being banned from speaking, or being removed from their posts.

Subsequently, the confrontation between the government and the propagators became intense, and so the Ministry of Interior imprisoned many of them and the youth around them. And so they remained in jail for several years.

In this time period, there was no one even thought about the infidelity of the government, let alone publicize it. A person would be arrested for the mere “crime” of “possession ofan audio cassette” of this or that Islamic preacher who raised objections against some of the evils of the state. The youth would be placed under surveillance for holding an Islamic lesson or a Quran reciting circle. I still remember when we used to attend the Quran memorization circles, how much our teachers would fear being placed under the surveillance of the Interior Ministry, despite the fact that their curriculum did not oppose the policies of the government in any way, even causing some of them to publicize their complete allegiance to the government, until no graduation ceremony would be held except that the local Prince would be present. The ceremonies would be filled with their praises for “their majesties”. I would not be exaggerating if I said that the phrase “Your Majesty” at times would be heard more than the praises upon Allah’s Messenger sallallahu alaihi wa sallam.

It was not that big of a problem, and it would never have reached this state, were it not for the pride of the obstinate.
Sheikh Usama bin Laden, may Allah have mercy on him, mentioned in his message to the people of the Land of the Haramain that he once went to a prince and advised him about some of the ills of the state, to which he responded that he knew, and did not need anyone to teach him. This is how the House of Saud reacts to those who advise them.

This is what the situation was like before, and look at what it has become now. Today, the convoy of Naif bin Abdul-Azeez is ambushed, and he escapes only by the Will of Allah. No one in this land could dare do this if the situation had not reached this state. The sole reason for this was the repressive policies led by “Naif and Bros”.

Naif bin Abdul-Azeez! Rejoice! Your problem today is not with the Muslim youth in possession of some specific audio cassette, with a person who phones the Reform Committee, with people who hold gatherings here or there, with those who send charity to Iraq or seek to physically go there, or with those who call to the expulsion of the infidels from the Arabian Peninsula. Today, your problem is with those who seek to expel you from the Arabian Peninsula at any cost whatsoever. This was clear in the recent attempt on your life, as those who carried it out had no concern for their lives or imprisonment. This was the first time, and it may not be the last. There is no smoke except that it indicates a fire.

It’s truly amazing that the House of Saud insists on their repressive policies, arresting Sheikh Yousuf Al-Ahmed, and even Sulaiman Duwaish, who was never known to attack his “legitimate authorities”. Their imprisonment was not due to declaring the state disbelievers or calling to fight them; it was only due to their demands of some reforms.

Today we are in era of revolution. These revolutions succeeded in overthrowing the most repressive and tyrannical of Arab regimes, those which used to teach Naif and his criminal gangs how to use methods of repression against the gatherings of the youth.

What’s even more amazing is the atrocity with which Naif and his executioners deal withthese gatherings. It was truly startling how barbarically the soldiers of the Interior Ministry dealt with the women who had gathered in protest in front of it, beating them up and rounding them into jail, for their mere demand of the release of their imprisoned sons and husbands. The pagans of the Quraish who worshipped Al-Laat and Al-Uzaa elevated themselves from the likes of these things! As for them, they have no religion or character left whatsoever.

The prisons of the Interior Ministry are filled to capacity with the oppressed. This person is imprisoned for going to Iraq, and that person for sending money there. Another is arrested for the mere intention of going, while yet another is arrested for hiding his intentions! You see a person arrested along with his children. You see three brothers of one mother arrested altogether, until some houses are void of men, with only women and children remaining.

You see the Interior Ministry employing new and innovative ways of torture, all with the smiles of sadists. Those who live in the Central Region are transferred to the Southern or Northern Regions, and vice versa, so that their families have to bear the toils of travel to visit them. Some women are even forced to travel without a Mahram, as their Mahrams are in prison. Don’t ask about the number of times they travel to visit, only to be rejected, on the pretext that the appointment had been postponed, or it was not the initial fixed date, or that the prisoner had been transferred to another prison.

They deal with humans as if they have no feeling and emotions. Here we see the House of Saud today, destroying their homes with their own hands, digging their own graves with their own hands, creating enemies for themselves without notice. What do you expect from those whom you yourselves are preparing against you, nurturing hatred in their hearts towards you? You will find only hatred and enmity towards you, rejoicing over your woes at all times. Don’t expect us to honor you when you humiliate us, and to holdback from harming you when you harm us.

Indeed this method of dealing with people is the cause of domestic tension, and it is the reason why the youth evolved from distributing audio cassettes to using weapons and explosives.

The youth of the Land of the Haramain would never accept any fatwa or ruling from scholars other than their own, but the way the government promoted those who served their interests, and imprisoned or banned those who did not, or at the very least made them swear not to return to their previous views or activities – all this allowed the youth to understand for themselves, without being taught, that it is an extremely important condition for a scholar to be independent of outside influences, and that without this factor, he does not have much worth.

So don’t be surprised if the youth are more accepting of the fatwas of Sheikh Abu Muhammad Al-Maqdisi or other independent scholars than those of the Committee of Leading Scholars (Hay’at Kibar Al-Ulema), for they know that the seal of Abu Muhammad Al-Maqdisi, may Allah keep him steadfast, is in his own hands. He is subject to the authority of Allah alone, no one else; this is how we think him to be, while Allah is the True Reckoner. As for these others, their seal is in the hands of the rulers; at times they stamp it and at times they do not. Thus, the House of Saud have become the scholars as well as the rulers, and they are the opposition as well as the ruling party, while they themselves are greatly divided. This is the secret behind the fact that the efforts of the “Advisory Committee” which can be found in every prison have failed, as the youth no
longer accept these types of scholars. I am not basing my words on some surveys or analyses, but rather on my own experience when I lived with the youth and came to understand them.

Thus, I advise you Naif, to relax. Don’t start to round up all the scholars and extract fatwas and statements from them after every incident, forcing them to discuss the issue in Friday sermons, for the youth from whom you fear no longer listen to those who obey your commands. If you wish to live in peace, then know that the key to this is in your own hands. You can do this is if you wish. All you, along with your brothers, have to do is to change your policies as follows.

1. First, that you expel the infidels from the Arabian Peninsula. This is the obligation the Messenger of Allah () enjoined in the last days of his life.

2. Second, that you nullify all man-made laws which fill your various ministries, those which you call with various names, such as rules and regulations, but in fact are a substitution of Allah’s Shariah .

3. Third, that you restore to the Islamic judiciary its usurped independence and respect, and grant its judges the right to investigate all cases, allowing its rulings to be carried out on all people, noble or ignoble, the rulers or their subjects. None other than Allah should have authority over the judges.

4. Fourth, that you grant the Presidency for the Promotion of Good and Prevention of Vice total jurisdiction to carry out their tasks, with both their hands and their tongues as suitable, against individuals, princes, establishments, and government institutes.

5. Fifth, that the Islamic propagators and students of knowledge be granted the freedom to speak the truth, fearing no repercussions from anyone, and that the Interior Ministry have no authority to plant or dismiss Friday preachers. This authority should only be granted to a committee of independent scholars.

6. Sixth, that you release all people in your prisons who are not serving criminal sentences, but rather their only “sin” is their defense and aid of Islam.

7. Seventh, that you do not stand as an obstacle to those who seek to defend and aid the Muslims in Palestine, Iraq, or any other Muslim land with their lives, wealth, or tongues, but rather that you ease this affair for them as you did in the Afghan Jihad against Russia.

This is what you must do to save yourself. If you do this, I will be the guarantor that the Mujahideen will not set up another ambush against you again. You can once again sleep in peace amongst your family and travel without any fear. But if you choose obstinacy, which is what we think you will do O Abu Jahl, then don’t forget that Allah grants respite to the unjust, until when the time comes for Him to take them, He does so ever-so severely.

To conclude, I know that some people will find such a message to Naif very strange, likening me to one who tries to milk a crow! They may say that which the Israelites once said:

“Why do you admonish a people who Allah will destroy or punish with a severe chastisement?”

I say to them:

“As an excuse in front of my Lord, and in hopes that they will become of the pious.”

O Allah! Reform the affairs of the Muslims!
O Allah! Give rule to the righteous, and suffice us from the evil of the wicked.
O Allah! Take those who have transgressed against, tyrannized and harmed your believing slaves.
O Allah! Busy them with themselves! Make their plans backfire! Show us Your amazing powers against them!

“O Allah! Pour patience over us, and make us steadfast, and give us victory over a disbelieving people!”

May peace and blessings be upon our Prophet Muhammad, and all his family and companions.
